While he would have been quick to condescendingly suggest Shou should be honored, he didn't. He just stated the facts. He didn't even know how he felt about it, other than amusement at imagining how literally any of the other Upper Echelon would have reacted to the knowledge he let the 13-year-old at the bottle.
